The European Union aims to support R&D and innovation activities with Horizon Europe, the 9th Framework Program, with a budget of 95.5 billion Euros between 2021 and 2027. Through the Innovative Europe component, one of the 3 core components of the Horizon Europe Programme, the Program is focused on supporting the development of disruptive and market-creating innovation ideas and developing the European innovation ecosystem.

The European Innovation Council (EIC) under the Innovative Europe component operates with a budget of 10.1 billion Euros in order to provide support to potentially game-changing innovations, from developing proof of concept to technology transfer and funding of start-ups and SMEs through both grants and capital investment.

Another program under the Innovative Europe component, the European Innovation Ecosystems program, aims to create more connected and efficient innovation ecosystems that support the scaling of start-ups and SMEs and encourage disruptive innovation across the EU.
