Cemal Şeref Oğuzhan Öztürk completed his BSc degree at the Department of Aeronautical Engineering at Istanbul Technical University and his MSc degree at the Department of Mechanical Engineering at Istanbul Technical University.

He started his career in 1982 as a Research Associate at ITU Materials Sciences Institute.

In 1987, he started to work as a Quality Control Engineer at Arçelik Eskişehir Compressor Plant. Following various managerial duties in quality, production and product development processes at Arçelik Compressor and Refrigerator Plants; he was respectively appointed as Refrigerator Product Director of Arçelik, General Manager of Arctic, Washing Machine Product Director of Arçelik, General Manager of Grundig and Supply Chain Director of Arçelik. Working as Vice President of Purchasing and Supply Chain at Arçelik between 2010 and 2015, Mr. Öztürk was appointed as Vice President of Production and Technology at Arçelik from October 2015 to December 2020.

Since 2018, he has been the General Manager of WAT Motor Company, one of the Koç Holding group companies, and has been appointed for the second time in 2022, as a Member of the Board of TUBITAK (Scientific and Technological Research Council of Turkey).
